What is the Empadronamiento?

The Padrón Municipal de Habitantes is Spain's official municipal census. Every person who lives in a Spanish municipality ~ Spanish citizen or foreign national ~ is legally required to register at their local ayuntamiento (town hall). In Madrid, this is managed by the Oficinas de Atención Ciudadana (OAC).

Registering doesn't give you residency rights or replace your TIE card. What it does is create an official record that you live at a specific address in Madrid ~ and that record is the key to unlocking almost everything else in the Spanish administrative system.

The empadronamiento certificate (volante de empadronamiento) is the printed extract you'll use in appointments. Most institutions require one that's less than 3 months old ~ so you'll request a fresh one before each major step.

Book your OAC appointment (or go online)

If registering in person, book a cita previa at sede.madrid.es by searching 'Alta Padrón Municipal' ~ or call 010. Appointments in central districts can be 1-3 weeks out in September and January. If you have Cl@ve PIN or a digital certificate, skip the appointment and register directly online.

Download and complete the Hoja de Inscripción

The Hoja de Inscripción en el Padrón Municipal is available at any OAC or downloadable from madrid.es. Fill in your full name, date of birth, nationality, NIE/passport number, and the exact address you'll be registering at. Each person in the household needs their own form.

Gather all your documents

Bring your passport or NIE/TIE (original + photocopy), rental contract (at least 6 months, in your name or with the landlord's authorisation letter), and proof of rent payment (recent bank transfer screenshot is fine). Also bring your completed Hoja de Inscripción.

Attend the appointment and submit

Arrive on time ~ the OAC system is strict. The official will verify your documents, enter your details into the municipal register, and stamp your Hoja de Inscripción. If everything is in order, some offices will issue your certificate immediately.

Collect your empadronamiento certificate

The volante de empadronamiento is the document you'll actually use. You can request it on the day, or later online at sede.madrid.es. It's free and there's no limit to how many copies you can get ~ print several because you'll use this for your TIE, bank account, healthcare registration, and DNV renewal.

After registration

Getting your certificate

First certificate

Request your first volante de empadronamiento the same day at the OAC, or online via Sede Electrónica once your registration is confirmed. Print multiple copies ~ you'll need them for your TIE, bank account, and healthcare registration.

Renewing (every 3 months)

The certificate expires after 3 months for official use. Renewing is instant ~ request a fresh copy online at sede.madrid.es with Cl@ve PIN, in person at any OAC, or via the 010 phone line. Your registration never expires.

Pro tips from people who've done this

  • Book your OAC appointment the moment you sign your rental contract ~ not after. Appointment slots in September and January can be 3+ weeks out.
  • Request 4-5 copies of your certificate at once ~ you'll need one for TIE, one for your bank, one for healthcare, and one to keep spare.
  • Set up Cl@ve PIN before you need a certificate renewal. It takes 10 minutes and means you can get a fresh certificate instantly online instead of queuing.
  • If you're in a rush for a TIE appointment, some districts have cancellations in the early morning. Check at 8am and midnight.
  • Keep a photo of your empadronamiento in your phone. Some offices will accept it digitally in a pinch.

Common mistakes to avoid

  • Registering at an address you don't actually live at ~ this can invalidate your TIE application if the address doesn't match other documents.
  • Using a short-term Airbnb contract ~ most Madrid OAC offices will reject tourist accommodation as proof of address.

Frequently asked questions

Can I register at a friend's address if I don't have a rental contract yet?

Technically yes, but your friend must provide a signed authorisation letter, a copy of their DNI/NIE, and proof that they live at that address (their own empadronamiento or rental contract). The OAC will verify. This is common when you first arrive and are staying temporarily.

How long does it take to get my empadronamiento certificate in Madrid?

If you register in person and the office is not busy, you can get the volante de empadronamiento on the same day. If the certificate is posted, expect 1-3 weeks. Once registered, you can always request a new certificate immediately online if you have a digital certificate (Cl@ve).

Does the Padrón certificate expire?

The registration itself does not expire ~ but the certificate (volante) is only valid for 3 months for official use (TIE appointments, DNV renewal, bank accounts). You'll need to request a fresh one each time. Requests are free and instant if done online.

I'm moving to a new address in Madrid. Do I need to update it?

Yes ~ you have 2 months to update your Padrón when you move. Failure to update can cause problems with your TIE renewal and healthcare assignment. Simply book a new OAC appointment and bring your new rental contract.

Can I register even if I'm on a tourist visa or waiting for visa approval?

Yes. The Padrón does not require you to have residency status ~ it only requires proof that you live at the address. Many people register while awaiting their DNV approval and use the certificate to speed up their TIE process once the visa comes through.

Does my whole family need separate Padrón registrations?

Each person must complete their own Hoja de Inscripción, but a family can register together at the same appointment. Children under 16 are registered jointly with their parent or guardian.
